The Minnesota Bureau of Criminal Apprehension reports that Boelter was last seen on Saturday morning in Minneapolis, after the shootings, wearing a light-colored cowboy hat, a dark long-sleeve shirt, and light pants while carrying a dark cross-body bag.
Boelter claimed to have a doctorate of education, and said he spent extensive time in the Democratic Republic of the Congo in Africa — where he was seen in videos apparently preaching on stage.
Vance Luther Boelter is presumed to still be alive. A second vehicle and another reported 'hit list' were found during the manhunt for the Minnesota shooter.
