If you use Safe Mode frequently, you can add Safe Mode to Boot Menu options in Windows 11/10. This will give you a time frame to boot directly into Safe Mode.

To turn off fast startup, you need to either use the classic Control Panel or Windows Terminal (Command Prompt), since it hasn't been added to the new Settings app yet.
