A federal judge on Tuesday night declined California Gov. Gavin Newsom’s request for an immediate temporary restraining order to restrict President Donald Trump’s deployment of National Guard troops and U.

The lawsuit argues that President Donald Trump overstepped his authority when he called up by the National Guard in defiance of [Newsom], invoking a law that allows the president to do so under threat from a foreign “invasion” or “rebellion” against the U.S. government.
